internet options

I recently tried to update my internet explorer 7 and had a problem after
that with opening the web browser. So i used system restore to get it back to
where it was, but i notice i cannot access internet options, either through a
web page or via the control panel. Any suggestions? recommendations?

Have you checked for viruses and/or spyware?

1. Assuming that you have an antivirus program installed, try updating it
and thern run a virus scan;

2. Download and run Spybot S&D from:
http://www.safer-networking.org/ ; and

3. Download and run SuperAntiSpyware from:
http://www.superantispyware.com/
 
I have mc afee antivirus, i updated it and ran it...it detected no viruses. I
also have ad-aware, i ran that. As well i ran trend-micro cillin. But the
problem still exists

"Restrictions" error while opening Internet Options

Please try in both Normal mode and Safe Mode, if Normal mode fail try safe
mode.
1- Please do the following:
Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[+] Software Settings
[+] Windows Settings
[-] Administrative Templates
[-] Internet Explorer
[+] Application Compatibility
[+]Internet Control Panel
[ ] Offline Pages
[ ] Browser menus = Look in the right Pane/Window for this
Option:
[$]Tools menu:Disable Internet Options... menu option.
Make sure this not Disabled for your account by double clicking it and see
the settings there.
Note you can do any changes unless you are logged as administrator.

Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies =
Edit if the IE Option is set to 1 set it to Zero.

[-]HKEY_CURRENT_USER/SOFTWARE/Policies/Microsoft/Internet
Explorer/Restrictions
= "NoBrowserOptions"
Try to delete it ("NoBrowserOptions") and Close the Registry and Restart
your computer.

Close the Registry and Reboot.
No options appear under Settings on the Advanced tab of the "Internet
Options" dialogue box in Windows Internet Explorer 7
