Frankly Confused

I installed the Service Pack 2 patch last night. Going
on line this morning, I checked my "Security" setting tab
under "Internet Options" to discover it set at "Medium",
with the only other options available to me being "Medium
Low" and "Low." Before installing SP2 I had always set
my security tab on "High."

How can I re-set my tab back to "High" and if I can't,
why not?

Editorial Comment: since "Service Pack 2" was
a "critically recommended" update from Microsoft, and it
obviously made this change in my settings, I find it
irritating that Microsoft will not allow me to ask it
this question directly, without charging me for it.
Since, as I understand it, this update was necessary
because of a flaw in the software, I'd think they would
not charge folks for questions arising from downloads
necessary to fix it. Maybe I'm confused about this too,
but it seems to me kind of like a car company charging
you a fee to fix a problem after they've issued a recall.

Anyway, any help with the above question will be
appreciated.
