In Internet Options, Tools, Security the option for Custom Level or Default
values are greyed out on a friends computer. What is the reason for this,
when she made an internet connection she had a message saying that cookies
were not enabled but she is evidently unable to make any changes.

Thank you, but this friend is a complete novice who has only had a computer
for three weeks. I dare not let her try anything complicated.

Derek,

You can make a REG file based on the information and send it to your friend. Have your friend double-click on the REG file to merge the contents.

Custom Level and Default Level buttons in Internet Options Security tab are grayed out:
