Internet Options won't open

As of about a week ago, I cannot open Internet Options in
IE6. I'm using Windows XP and I can't open Internet
Options through the Windows Control Panel Either. When I
select Internet Options, a small window pops up in the
upper left and disappears so fast that I cannot even
begin to read what it might say. I did a full system scan
and no viruses. I have no idea what is wrong. Has anyone
else experienced this??? If so, how do I fix it?
