Internet Options Window hangs up

When I open the Internet Options Window either by right clicking the IE desktop icon or clocking Tools / Internet options and JUST HIT OK without making any changes, it hangs. I'm using Windows XP with IE 6.0.2800.1106.xpsp2.030422-1633IC. This used to work about a month ago, but I have no idea what happened. Just need a fix for now. When I click the 'close' button at top right, the eror message refers to me canceling 'run DLL as a program'. So I cannot change any options for IE.
