Internet Options Shows A "Restriction"?

Good afternoon! Am running Windows XP SP2 and IE 6.0.

Went to Tools>Internet Options a few minutes ago and got a dialog box called
"Restrictions" which said "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator."
Well, this is a home computer and my wife and I are the "administrator"! So,
we're at a loss as to what to do. Need help!

I went into Internet Options yesterday to allow a cookie for a web site I
could not bring up otherwise. There was, I believe, a "low" security setting
on that page and I changed it to "medium." Following that I did clear the
cache, as instructed in an email by the very reputable company owning the web
site.

I'd be grateful if an MS MVP can help us get this corrected. In all our
years, we have never had a problem with Internet Options. Thanks,

Many thanks for your response. Before coming here, I remembered that I
was into Spybot yesterday to check something in the Tools section>IE Tweaks.
I had checked a couple of things which I should not have and once I
unchecked them a few minutes ago I got back into Internet Options with no
problem. Guess I should start writing down changes I make so I can go back to
them if I run into problems later! Right?

Again, thanks for your response, and I will go to the two sites you posted
to see what they have to say.

You are awesome Ricky. I have been mystified as to why that was
happening to me as well - I was going through the registry and all User
profiles... You hit it right on the nose. I have no idea how that even
got checked off. Thanks.
