Internet Options Restricted

With Home Version XP we have 2 user accounts without
passwords. Recently, one user gets the following error
when trying to access Tools, Internet Options..."This
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator". We can't figure out that anything was
set anywhere to restrict one user from this function.
The user that has been restricted had done some Spy Bot
cleanup, but we got the same problem even when we did a
restore back a few weeks. We realize the account
settings aren't affected by this. Both users are set as
administrators. Help, we just can't figure out why this
has happened.

Check your virus protection whether it says block all,
filter or allow all. If it is set on block all, you can't
get anything.
 
I don't think this is the problem. I was attacked by a
Trojan Horse as soon as I changed one setting to "allow
all." Be more specific. I still don't know why the
Internet Options can only be accessed by one user. Virus
protection doesn't have anything that I could find that
controls this.
 
Reset the Internet Explorer tabs and remove all the browser restrictions.

The problem is due to a spyware. Download Ad-Aware from www.lavasoftusa.com,
scan the system and eliminate the malware products. Re-apply the above fix
if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **
