Internet Options in Internet Explorer 6.0++

It was once possible to click on TOOLS, click on INTERNET
OPTIONS, then operate on features such as "deleting
internet files", "setting Home Page", "setting Cookie
admission levels", etc... . Now, I get this error "This
operation has been cancelled due to restrictions in effect
on this computer. Please contact your system
administrator."

The thing is... I am the "system admin" & sole owner of
this PC. I have no other problems with my two desktops,
but since the problem is on my laptop it's tough comparing
it with the others. I'll keep searching for assitance on
MS web site, however, it is too "full-of-it" it at times
takes hours to resolve a problem!!! Anybody have any
solution or heard of this error?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:

I have a similar problem. My IE opening page was changed
by me to a telnet email program. That window has no menu
bar or toolbar, so now I cannot change the homepage. Do
you have any ideas?
