Internet options HELP PLEASE!!!!!!

HELP PLEASE!!!!!!

Whenever I click on tools, and internet options, I get a notice that says
this operation has been cancelled due to restriction on your computer,
contact sys. admin., Ive gone into my control panel, and Im the only user,
and marked as SYS ADMIN, I also set up another account and made that account
the sys admin, but still had the same problem, what can i do?????
 
Download this registry fix:

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

Download, right-click and select merge.

Reboot after successfully adding to registry.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.
It is most likely (but not necessarily) to be here:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
