Internet Options Hangs and URL's from Outlook real slow

Well, this was a long process to flush out the answer. I have been having
problems with clicking a url in an Outlook message. IExplorer would take up
to 2 minutes to load with the page. At the same time I noticed if I tried to
make any changes to the Internet Options, it would hang whether I pressed OK
or Apply.

I tried everything from flushing the cache, deleting TIF .dat files, but the
problem still persisted.

Using MSCONFIG I turned of all startup programs and the problem went away.
So the culprit was one of the programs loading. I finally narrowed it down to
ATI Catalyst Control Center, the file in startup was CLI.exe. I disabled this
line only and enable everything else and the problem was fixed. So I
uninstalled ATI Catalyst Control Center and the problem is gone.

Just thought I'd report my findings in case others are having a similar
problem.
