Internet Options disabled

In IE6 6.0 .2800.1106 Under Tools -Internet options. When
I select this I get the message, "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your administrator." I believe this was
caused by a .vbs file placed on my computer by
www.searchwww.com despite the fact that I had AdWatch,
Norton, and 2 popup stoppers running at the time. This
file is hiding in my computer and I can not locate it. I
have run Spybot and AdAware Pro trying to get rid of it,
but apparently it is still there somewhere. I can not
select Internet Options from the browser and I need to
know how to restore it so that I can. I can access it
from the control panel but the area to select home page
is grayed out and none of my other selections seem to
take effect. Any suggestions? Thank you.

Did you enable the following options in SpyBot?: [Tip from MVP Mike Burgess]
"Lock IE control panel against opening from within IE" and Lock Homepage
option.

That sounds like something I may have checked, however I
just went through the Spybot settings (for the last 20
minutes) and can not seem to find that box to uncheck. I
have been looking in Settings/settings mostly. Am i
looking in the wrong place?

It's under "Immunize" menu > "Recommended miscellaneous protection". Uncheck
the boxes.

Or, see Kelly's post. the REG fix will does disable the same restrictions.
