You may try this resolution form MS. Please post back with the result.

To resolve this behavior, use Registry Editor to remove the NameTab value in
the following registry key:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel
Note • You can change the DWORD value to 0 (zero).
• You cannot resolve this behavior by replacing the Inetcpl.cpl file.
If other tabs in the Internet Properties dialog box are missing, remove the
corresponding values from the registry key.

Warning If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
cannot guarantee that you can solve problems that result from using Registry
Editor incorrectly. Use Registry Editor at your own risk.

When I try to change the DWORD value from 1 to 0 I get a message that tells
me I "cannot edit the connection tab: error writing the value's new contents".
 
You really need to ivistigate this further!.
Did you done this operation with Admin privileges?.
Try in safe Mode and see if that will be easy, some protection software can
be configured to disallow changes to the connections Tab to protect you from
malicious DNS spoof?.
or it can be a sign of ifection too!.
Try this reg and execute then Reboot the machine and see if you are able to
get to the Connections tab:
