Internet Option Restrictions - How to de-activate?

For some reason in IE not Outlook, when you try to access
Internet Options, it states administration has place
restriction on this. Being a home user and administrator,
don't know how this happened or turn it off. It also does
not allow to default a web page. Any clues out there?

Did you by chance run SpyBot's Immunize feature?
