Internet Keyboard with XP Pro x64 quirk

Hi all,
Just built a brand new x64 box running XP Pro x64 (Asus A8N-E, AMD x2 4400+)
and everything's working fine so far with one weird thing.

The "launch browser" button (among the row at the top of the keyboard) will
start a new instance of IE if current focus is not on an existing IE window.
If it is, it'll go to the default home. This wasn't the case before when I
was running XP Pro 32-bit.

I want to be able to launch a new IE instance everytime I push that button
but regardless of how I re-program that button (including writing a batch
file that calls IE), it doesn't work. Help?

Just a silly question and it might be the answer...

Open IE, click tools, options, advanced, and find the option that's making
it re-use windows for launching shortcuts. Untick it? Is that the bug?
