Internet hookup or dialup

My dial up connection keeps wanting to come on and I can
not shut it off so that it will only dial when I click on
Internet Explorer. Where how or what do I look for to
stop this announce?

IF IE is closed completely and your computer is trying to
dialup your ISP there is another program trying to access
the internet like Kazaa or ICQ something usually in your
system tray. Unfortunately there's no way to only let IE
start the connection it's an all or none option either you
let all programs dial when they want to access the
internet or you don't let anything at all start the dialup
process. Try disabling whatever programs are not
necessary from startup or your system tray and the problem
usually goes away.
