Internet Explorer's Cache is set to zero

I have had a problem in our computer labs (an educational
institution) with Internet Explorer 6 hesitating for up
to 4 minutes when I visit a Web site. We are running
Windows XP on an ATM connection. When this problem
occurs, you can go to IE properties and check the
settings for "disk space allocated to tempory Internet
Files folder." It is set to zero. However, you can not
reset the disk space. If you reboot the computer, it
will sometimes correct the problem and allocate disk
space to browser cache. Has anyone ever encountered this
problem before? I would appreciate any help that you
could provide.
