internet explorer

I have XP with Explorer 6 I am the administrator, I have
2 other users. I can not get into my internet options
from a web page. The error message that comes up is: The
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator. I AM THE SYSTEM ADMINISTRATOR. The other
users do not have this problem. I can got to the control
panel and change all settings except my homepage. anyone
got any ideas. Also when I go to add or remove programs
Microsoft Internet Explorer is not listed? (it came with
the XP I have)

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
