Thank you for your post.
It seems a network issue but not an IE issue. Could you let us know the
following?
1. How do you connect to the Internet? Is it by dial-up, cable, or LAN?
2. Please run "IPCONFIG /all" and let me know the result.
3. Please download the MPS_Report utility from:
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_SETUPPerf.EXE
This tool only collects some very useful system information, such as the
Event logs and network configurations.
Just click on it to run it, and usually, it will take about 5~15 minutes to
collect relevant information, When it has finished, a window containing the
resulting (.cab) files will pop up. The cab files can also be found at
"%systemroot%\MPSReports\Setup\Reports\cab".

Please run the utility and send me (joewu@microsoft.com) the cab file.
