It seems that when I go to the Internet Options under the
tools bar, and I try to reset the opening web site, it
says that this is unable to open because of restrictions
placed on the site. It says to contact the
administrator, I am the administrator and I don't know
why or how there are restrictions placed on this. Can
someone please tell me how to fix this problem, PLEASE

Did you install Spybot S&D and tell it to not permit Homepage modifications?

If not then you have been hijacked by browser parasites. There are several
of these parasites that do this so read this page and follow the advice:
