when i browse the internet it is common that i have
several IE windows open at once. the thing that keeps
happening is when i click something on one browser window
and switch to another window, it automatically switches
back to the first window when it finishes loading the
page. this is very annoying. is this a setting in IE that
i can change?

That's normal behavior for IE. TweakUI for XP has settings that control the
"focus" of program windows. Using those settings, the browser window no
longer steals the focus when it has completely downloaded all content.

TweakUI is one of the Power toys for XP.

Try a program called MYIE2. It lets you do tabbed browsing.
IOW your new window opens and gives you a tab to click so that
you can move from one to another.
