If you bought the PC without the CD (or another method to recover the
installed OS) then you have, according to my understanding of the EULA, a
paperweight until you buy the OS. In the meantime the files are still there.
You really might want to consider getting a disk and reformatting for a
variety of reasons including security and legal reasons in that you're now
responsible (likely) for anything on that PC even if you didn't put it there
as it's now owned by you.

How to reinstall or repair Internet Explorer and Outlook Express in:

As galen said, you need to get the CDs and drivers. you will need drivers
later on.
Thanks

Internet Explorer is an integral part of Windows XP. If Windows XP is
installed, IE is too.

Maybe you just can't find an icon for it. Try this: go to Start | Run and
type IEXPLORE.
