internet explorer won't work on my other computer!!!

On my other computer I can't get internet explorer to
work. something has corupted the files that allow explorer
to run. I tried reloading windows xp but this only made
matters worse as I lost my restore points where explorer
worked sometimes. I would like to know A: how I can get
explorer to talk to microsoft so that I can get critical
updates. or B:failing that how can I erase windows xp
reformat the hard drive and sart from scratch? windows
will not let me sart from scratch like earlier versions of
windows will. Does anybody have any advice?

Click tools ---options---security--remove X from 'Do not allow
attachments-------' Do thin in OE.
 
If you really want to start from scratch, you will have
to insert the Windows XP cd. Reboot the computer, and go
into the bios by pressing either DELETE or ESC or some
other keys ( the key used to go into the bios is usually
displayed at the very beginnig of the booting process),
and press it until you get to the bios.

Once you're in the bios, look for 'booting sequence'.
Choose to boot with the CD-ROM first. Save and exit the
bios.

The Windows CD you inserted previously will now kick in.
When asked what you want to do, select erase the
partition you have. After doing so, you will be asked to
create a new partition.
After that, just follow the instruction that you be given
to you.

check 4 updates and run then check everything on the list
and remove it.
