Internet Explorer Won't Start

When I try to start Internet Explorer, I get a "red x"
message box with the path to iexplore.exe displayed and the
following message:

"Windows cannot access the specified device, path, or file.
You may not have the appropriate permission to access the item."

This occurs for all user profiles, whether they are
administrators or not.

I logged on as administrator and checked the ownership of
iexplore.exe and nothing was wrong there. There was nothing
new in my HijackThis log; I did a system file checker scan
which showed nothing, and other spyware/trojan scanners show
nothing, either. Other browsers such as FireFox work as
usual, so there is nothing wrong with my internet
connection. At this point I'm stumped.

It seemed to me more of a Windows issue since permission is
denied to even open Internet Explorer.
