I'm using Windows 98 and for some reason I cant open
Internet Explorer up from my desktop icon or start menu.
I'm only online now because I clicked on technical support
in my control panel. I was online earlier today & didnt do
anything out of the ordinary. the next time I clicked on
it, it shows the name of the homepage in the blue bar at
the top of the screen but I'm still looking at my desktop.
the page itself is not being displayed. does anyone know
why that is?

First eliminate any scumware.
See
Dealing with Unwanted Spyware, Parasites, Toolbars and Search Engines
http://mvps.org/winhelp2002/unwanted.htm

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each need to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.

If trying everything at that site does not fix the problem please post back
in the same thread.
