From Control Panel> Internet Options> Advanced uncheck "Enable third party
browser extensions." If that allows IE to run, then search for and remove
malware:

Run CWShredder from
http://www.merijn.org/downloads.html first. It's been
the most helpful with this problem. It may be the only cleanup program you
need this time. CWShredder is only about 125 KB so it could be downloaded
from another machine onto a floppy disk.
You should re-enable browser extensions after the cleanup.

I've got a new PC, running XP. All of a sudden, as of last night, I'm
unable to open my internet explorer. Regardless of where I try to open it
(desktop, menu, etc.) I get an error message before it can even load. It
