I checked and I am still the administrator, but I did find an extra user
that wasn't there before "ASP.net" that was a limited user. This never
appeared on my login screens. I deleted that user and restarted, but no
improvement.
Could my problem be with javascript? any time I click on a link, the main
IE window borders flash and jerk, then a javascript error appears at the
bottom left of the browser.
Where should I go from here?

This is a common problem when your user settings are set to something
other than Administrator, such as if your account is Limited. Go to Start >
Control Panel > Users and see if this is the case. I have seen an instance
when a person's account was somehow changed over to Limited without them
doing it. If so, log into safe mode under Administrator and try to change
the account. I couldn't and I had to reinstall their Windows. It's a good
start to try this!
