Internet explorer will not open

Whenever I try opening IE either through tthe desktop icon or the start>all
programs>IE, IE does not open.
Also, when i try opening through the desktop, it just creates a new shortcut
that doesn't work either.

i get the message:
rundll32.exe - Ordinal Not Found
the ordinal 313 could not be loceated in the dynamic link libraray
iertutil.dll

any suggestion?

Is this a new problem (worked before but stoppped working now) or an
old/always problem (it never worked before)?

Did you do a search in the iertutil.dll file to see if there are
different versions of it on your hard disk? In my OS partition, the one
under the IE8 install folder is older (v7) than the one (v8) under
System32 (which matches the one in the DLLcache folder).

Did you try re-registering the DLL file? From a DOS prompt or Start ->
Run menu:

regsvr32.exe iertutil.dll

Did you have recent botched IE upgrade (that you thought you recovered
from)?

This occured after an update for another software was made. after the update
for the other software was completed, IE was not longer available. I did a
system restore which brought back my IE but obviously without the software
update.
 
Please state your current IE version and full Windows version (e.g., WinXP
SP3; Vista x64 SP2) when posting to this newsgroup.
