Internet Explorer Start Up

When I click on the Internet Explorer Icon, it starts a process but never
opens a window. Microsoft Community Chat suggested that try it in Safe-Made
(IE worked everytime) and also to run SFC /SCANNOW (which fixed the problem
for a couple of days). I need to know what the problem is, because I'm
getting tired of having to do this b.s. everyday.

Since this problem doesn't occur in Safe Mode, another program must be
causing it.

If running XP SP2, try IE> Tools> Manage add-ons. Disable add-ons to see if
one of them is the culprit. If not using SP2, try one of these free
programs:

Or...
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, toolbars,
security, anti-virus, etc. Take a look at any program that might be
interacting with IE. You may have to reinstall, or not reinstall, a program.

The "clean boot" troubleshooting method may help you find the program that's
causing this.
