IE works much slower in admonistrator, is fine if logged in as guest on XP.
any ideas why this happens?

Hi,
Start by clearing the IE cache. IE> Tools> Internet Options> General> Delete
files (and delete offline content when that dialog pops up) It's often
recommended that the TIF folder be kept at about 50 MB (Settings.)

Are there any programs (security, privacy, ad-blockers, toolbars, etc)
running on the admin account that aren't running on the guest account?

Malware is a possibility. Malware can infect just one or two user accounts.
No one program can remove all malware. Start by downloading and running
CWShredder, Ad-aware and Spybot. Check for updates before running Ad-aware
or Spybot.
