This is constantly popping up when on-line and I haven't
been able to get any help from troubleshooting programs or
other support from Microsoft or windows. Can someone
PLEASE help! This is making our home schooling programs
very difficult.

That sounds like you have a spyware issue. Run Adaware from www.lavasoftusa
(or your favourite spyware removal program).
