Which application, exactly?
Open Registry Editor and navigate to:
[HKEY LOCAL MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App
Paths\IEXPLORE.EXE]
Export the key and post the contents here.

I did also reinstall and update IE earlier using using
kbid 318378. I have also tried installing XP SP2 with no
change. Had to remove it to reinstall IE.
Still looking for a solution.
Thanks,
The Fox

Hi,
Make sure that IE is set as the default browser.
See:
http://www.mvps.org/sramesh2k/IEFAQ.htm#IE_Default
That may fix both problems. If it doesn't, see this MSKB article:
281679 - You Cannot Open New Internet Explorer Window or Nothing Happens
After You Click a Link:
http://support.microsoft.com/? kbid=281679
Hope this helps,
Don
