IE is installed on my system and working but is not being
reported as installed to applications. Nor can IE open
links in e-mails. I reinstalled IE and there was no
change. Any ideas on how to correct this?

Which application, exactly?

Open Registry Editor and navigate to:
[HKEY LOCAL MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App

Export the key and post the contents here.

Hi,
Make sure that IE is set as the default browser.
See: http://www.mvps.org/sramesh2k/IEFAQ.htm#IE_Default

That may fix both problems. If it doesn't, see this MSKB article:
281679 - You Cannot Open New Internet Explorer Window or Nothing Happens
After You Click a Link: http://support.microsoft.com/? kbid=281679

Hope this helps,
