A freind gave me her notebook with xp home os. IE will not open. The
notebook was bought in Thailand-Acer brand. Where do I look?? She tried to
reload XP-did not work.

Hi,
First, will IE open if you double-click on IEXPLORE.EXE in Program Files?
Not likely, but you may just have a damaged shortcut.

Some other things to try:
318378 - How to Reinstall or Repair Internet Explorer in Windows XP:
http://support.microsoft.com/default.aspx?scid=318378

Another program could be causing this- possibly malware. Work through the
solutions (CWShredder, Ad-aware, Spybot) at
http://mvps.org/winhelp2002/unwanted.htm Also note the security tips on that
page.

Additional information at:

More security tips at http://www.aumha.org/a/parasite.htm
Bugs, Glitches & Stuffups: http://www.mvps.org/inetexplorer/Darnit.htm

Or...
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, security,
toolbars, anti-virus, etc. Look at any program that might be interacting
with IE.

This article should help with troubleshooting:
276393 - Understanding and Troubleshooting Unrecoverable Errors (Faults) in
Internet Explorer: http://support.microsoft.com/?kbid=276393

Hope this helps,

The best thing would be to use the Restore CD to restore the machine to its
original (factory) condiditon. Then make sure the firewall is on and visit
Windows Update with the anti-virus turned off.
