Internet explorer problems with applications

Hi, after recent windows updates KB8828028 among others, some of my apllications like windows error reporting, webshots, symantec security reponse are no longer able to access the internet independently. My main IE 6 browser still works but some of the programs that are supposed to conect with button launch or others are not working. I get a BLANK IE window with an error message saying file not found.What is the problem? Did I accidently erase something with my spysweeper or is this some deranged new security feature. System resore is not working.

HP computers had a problem with something in Service Pack
1 - although I do not know if that problem is the root of
your current problems. I wasn't having any troubles
myself - I just stumbled across the download link while
wandering around the HP site looking for something else.
You download SP1RcvryFix.exe (I think it'a a self-
extracting zip file) that produces 24WWWSP1.exe - which
you run. The WWW in the filename might indicate that it's
a fix for a web problem??? I downloaded and ran it and
noticed no change whatsoever.
