internet explorer options

After failing to register my comcast cable modem, I cannot
access internet options from the tool's menu in explorer
window. it says I am restricted. any ideas on how to get
out of this?

Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"

I did not run SpyBot's Immunize feature. I just tried to
install the comcast software and this happened. I will go
through the other links you provided and see if it helps.
