Internet Explorer - Options (missing general & program tab)

Have a friend with a computer that was infected with latest virus (been
cleaned and operating fine for 2 days) lose his general and programs tab
from Internet Explorer - Options this morning. We tried installing IE 6
again updating all components, no luck. Any suggestions?
