Internet Explorer opens only the title bar of new windows

Recently, my Internet Explorer decided that when I open a
new window it only wants to display the title bar. At
first this was no big deal, but it's starting to get a
little annoying. I can't find anything in the program to
fix this. Would it be easier just to reinstall the
program? Thanks in advance for any help.

This is a problem with "Window_Placement" value in registry.

You see the smallest size of a Window.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
