Is it autocompleteing the web address when you type it in (prefixing it
with http://www. etc)?
Test it by entering the fully qualified web address http:\\www.yahoo.com
If that is the case then check your autocomplete settings in the Internet
Options control panel.

Also check the following registry key

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\URLSearchHooks

where there should be an entry for the CLSID of shdocvw.dll
{F08555B0-9CC3-11D2-AA8E-000000000000}

Is this computer part of a larger network, or a stand
alone?

If it is part of a larger network, are you using a proxy
service?

If the proxy service is installed, have you uninstalled
the proxy service and attempted a connection using the
proper LAN settings.

Is a personal firewall in place? If a fireall is in
place, is the local area connection open for communication?

If no to the all of the above, then uninstall the TCP/IP
settings and reboot, then reinstall. If necessary,
uninstall the NIC and replace it with MSLoopback and
reboot. Then reinstall the services and attempt the
connection again.

This is a painful process, but necessary in troubleshooting
the problem. If you have a server providing the
connection to the internet, make sure the DNS records are
correct (verify the DNS records on the local machine as
well.)
