Internet Explorer Not loading additional windows for viewing

My internext explorer (IE) is not working properly. I have
currently downloaded version 6 of IE and installed it. I
was having problems before with IE when I was clicking
weblinks links that opened a new window in IE. The window
itself would appear, but there would be nothing in it, the
globe indicated it was searching for the website, but no
matter how long it was left nothing displayed, yet earlier
this morning it was working fine.
I have re-booted the cpu many times and tried various
things, like uninstalling IE and its components and then
installing IE version 6 again.
Now my problem is that I have IE on my cpu and I cannot
display pages like www.hotmail.com, but the
www.microsoft.com page loads fine, this may be becasue I my
cpu reverted to the old version that came with the
cpu....don't know what version, but it is 3 years old.
These pages like www.hotmail.com only appear all white, no
error message to follow the empty space.
My windows updater also does not work when clicked on. It
does not even open a seperate window and scan for
updates...nothing at all.
I said I could open up the www.microsoft.com page, but the
updates that I click, no download appears for me to
download!!! The globe again indicates that IE is actively
search, but nothing happens!
What is going on here!?!? Is there some download that I
should be aware of so I can get the windows update feature
working again and my life back in order! Currently I am
working out of netscape...help.

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

You can also try this:

Go to Start/run, and type SFC (SFC /SCANNOW for Win2K or WinXP).
Choose 'Extract One File From Installation Disk'.
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 folder of your installation CD-ROM (typically
D:\Win98), or in your Windows\Options\Cabs folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System, and click OK. System
File Checker looks for the file, saves it as you requested, and then tells
you that 'the file has been successfully extracted'.

You may need to reboot.
