Internet Explorer Misbehavior

My Desktop PC with a Windows XP Pro works fine for months until I got this
internet explorer problem. I'm on a dial-up thing, my modem successfully
negotiating with my ISP and things seems as usual. I got an IP address
assigned by ISP but I am unable to browse any site and I can't even ping my
ISP's IP address.

There are times that I can browse right after establishing connection but it
will only last for less than a minute then it's time-out again, my
connection icon stops the send/receive activity.

I tried replacing the modem with a new one but it doesn't make any
difference. Take note that the same line and ISP account works well using
my laptop.

What else should i try? Any help will be highly appreciated.

I get the same problem. I put a brand new hard drive in computer, loaded XP, installed service pack, and it will not even ping my dsl/router now. XP seems to be flooding the router. I spent nearly an hour on the phone with a qwest dsl rep, and we figured out that if I turn the computer off, he can ping my router. Within one minute of turning it back on, he could ping it due to mass info trying to push thru from computer. I have a static ip set, one computer, one dsl gateway.

I had the same problem. I tried 2 modems and 2 different
ISPs, which leads me to believe that there is a software
issue, that started only after I loaded the last 6 months
of hotfixes (the PC had been inactive).

My only solution, even after resetting all my TCP/IP
settings with netsh, was to restore to a previous point.

With the number of postings on this, seems there is a fix
problem from MS.
