I just received a new Dell computer and connected it to my home office
network. I have a DSL gareway with two other computers connected. The
internet connection is continuous. When I leave the new computer idle for
some period of time and return to use the internet or Outlook Express, IE has
been reset to "working off-line". Idle time varies and does not seem to be
associated with my use of any other progrem. None of the other computers do
this. Does anyone have any idea what might be setting IE off-line and how to
stop this.

Make sure your registry setting of "GlobalUserOffline" is set to zero - so
that the default is not to set IE to work offline. See this article for
more info:

How To Set Work Offline as the Default for Internet Explorer
http://support.microsoft.com/kb/q195730/

In addition to the registry setting mentioned above, also check:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings

Also in IE's Tools...Internet Options...Connections tab, make sure "Never
dial...." is selected.

Thanks Jon for the reply. Unfortunately, I've already tried this. IE
connections are set to "Never Dial" (there is no dial-up connection
installed). I can set "GlobalUserOffline" back to zero in any of three ways;
unchecking "work off-line" under the "File" menu, by changing the registry
entry, or by going through the "retry" or "connect" pop-up boxes. If I then
close IE, "GlobalUserOffline" will equal zero. However, sometime later, with
no activity on the computer, "Global UserOffline" is set back to one.

Is there a Try Again button given in a message window?
Try it?

Check what the message window really says.
Hint: Imagine that there is a question mark appended to its title. <eg>
