Internet Explorer just Flashes

I updated Internet Explorer to fix a Outlook Express
problem. Now I can't get into the Internet Expl;orer
Browser. It just flashes with a bad "URL" message at the
bottom. It doesn't matter if I dial into ISP 1st, or
simply bring up Internet Explorer, or engage the Windows
Search for critical updates.

Try the following and see if it helps:

Lost Url Association

1. Click [Start] [Run] type: (Press Enter after each command)

Regsvr32 /i urlmon
Regsvr32 /i shdocvw

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings]
