"Internet Explorer has been removed from this computer"

I'm dealing with an XP Home SP2 system with IE6 that pops up a diagnostic
message stating that "Internet Explorer has been removed from this computer"
when the user logs in.

I've checked the registry setting:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\InstalledComponents\{89820200-ECBD-11cf-8B85-00AA005B4383}

...and it is already set to 1. Internet Explorer appears to work normally
even though the system claims it has been "removed." What gives and how
to get rid of this annoying and inaccurate message?

Actually I had already found and tried that, but it didn't work.

What I wound up doing was to find a system restore point to go
back to that "fixed" the problem. Would still like to know what
was making that message come up, given that the "IsInstalled"
registry entries for IE and OE were properly set. Bizarre.
