Internet Explorer glitch after sp4 install

I just installed the full version of sp4 to correct an unrelated problem,
and now my browser can't open a web page in a new window. The new window
just sits there with the icon spinning. If I stop the download of the page,
then select refresh, I get the page to load, otherwise it stalls for all
eternity.

I looked for a way to uninstall and reinstall Explorer, but all I saw in the
add/ remove programs area was a patch (q-- something), which I removed with
no improvement. I re-installed Explorer service pack 1, but still no luck.

Any clues? I'm stumped!

Update:
I removed the sp5 patch (q818043), then removed sp4 -- still no luck. To
make matters worse, at some point the windows update also stopped working. I
get to the download window, but no download occurs. I was theorizing that
sp5 should be installed after sp4 (logical), and sp5 gave a warning as I was
removing it, "these programs may stop working" (which included IE) so
perhaps reinstalling sp5 in the correct sequence will fix my problem -- if I
can find a way to download and install it. I'm just guessing here.

How could installing a service pack so totally mess up a computer? Even
uninstalling the service pack didn't correct the problem!

Again, any hints are appreciated.

It's too bad there can be some sort of FAQ posted to these newsgroups every
few days. In fact, that's such a good idea I think I'll patent it and
license it to Bill Gates & Co. for several billion dollars.

In this newsgroup, the FAQ would contain a prominent link to this site,
where, after a *full day* of searching, I finally found my simple solution:

Giving credit where credit is due, this troubleshooting page is put together
very nicely. Unfortunately, most of Microsoft's "knowledge" base is not
anywhere near so well organized. Why did it take me all day to find this
site? It was finally a Google search that helped me stumble upon it. It's
pretty ridiculous that Google outperforms the search function built into
Microsoft's online help.

have my staff down with outlook express and internet
explrere because of this patch. have you had any
