Create a shortcut in All Programs to
"C:\Program Files\Internet Explorer\iexplore.exe"
(assuming the standard path to iexplore.exe)

Does IE run when you click the desktop icon?

Please don't use all caps when answering.

IE IS LOCATED ON THE DESKTOP ICON.......BUT IT IS MISSING IN THE ALL PROGRAMS
FILES

Always disclose your OS and version when you're asking for help.

XP provides various ways of inhibiting the display of the IE icon.
E.g. in Add/Remove Programs Add/Remove Windows Components
the checkmark beside Internet Explorer may be missing.

I will continue my example assuming you are an XP user. ; }

What you're thinking of is in fact a shortcut. E.g. a *.lnk file.
To see this better, right-click on the Start button and choose Explore...
In the folders pane click on Programs. Use the Details View

Hmm... that hides the *.lnk extension, although it does say Shortcut
under the Type column heading. To really see what I want to show you
you need to select and copy the contents of the Explorer Address bar
(i.e. the path to the Programs subdirectory). E.g. press Alt-d,Ctrl-c

Now switch to a cmd window and type cd /d
Leave a space after that /d switch but don't press Enter yet.
Right-click and click Paste. Now press Enter.

Now enter dir and you'll see all the remaining *.lnk files
(where your Internet Explorer.lnk file used to be.)

I don't know exactly which shortcuts the various options remove
but that very well may be one of them. I prefer the one in the Start menu
itself myself and probably wouldn't even miss that one, however it got
removed.

HTH
