internet explorer favorites

IE favorites folders show up under ALL USERS and under individual users on a
given PC. However, under all users, the favorites folder doesn't show the
star icon next to it. I added a bunch a new ie shortcuts to the all users
folder but they don't show up in favorites. I have pc's that are shared by
different users.

I want to avoid having to copy these shortcuts into everyones favorite
folders. Any suggestions? Thanks. Mike

The Favorites folder in the C:\Documents and Settings\All Users folder is
not supposed to have the "star" icon.
