Internet Explorer dilemma

I cant open my internet explorer, (or windows explorer,
or control panel). I get an error message: Internet
explorer has encountered a problem and must close...etc.
I'm given an option 2 report the error and have dozens of
times. this sux when i'm logged into earthnet, cuz i
cant surf. any tips on how i can resolve this?
