Does somebody knows if Microsoft has maybe released the toolbar code? Or does
sombody know if there is a .Net implementation of such a plugin?

You would have to reach the MSFT IE team for such a query regarding code.
I don't think it would be widely available, if at all.

To my knowledge it is not dependant on .Net to run.

I have the toolbar, don't know about the code or it's involvement with .Net,
you might try asking in the Visual Studio group - one assumes there might be
the odd developer or two hanging around in there :)
