internet explorer constantly hijacked

My IE continually starts up on a page that I do not want
it to. (http://tooncomics.com/enter.htm?id=31403).

I think it is a spyware issue as I get a a message that a
spyware program (scpstelth.cih ver2.018) is detected.
I remove what is called a hijacking spyware with the
microsoft spyware removal, but it does not help, and
immediately, the that particular spyware is back, and I
try to remove it again..

any thoughts?
