internet explorer conflict

To all those experienced XP users out there:
I have 2 logins - one for my work related files and network office connections and a personal one.
My personal login has no issues - all software and user log out change overs, shutdown and restart work fine.

In my work related login I have an error message when trying to connect to Internet Explorer: the screen flashes like it was beginning to bring up the IE window and the following message: The URL specified, http://www.yahoo.com was unable to be launched. Verify that you have the URL extention properly installed. If the problem continues your may need to reinstall the latest version on MIE to restore this operating system feature. Also in my work login - I can not switch users...restart...shutdown etc. It just sits there with no response when I click ok to any of these options.

IE is installed on the hard drive and since it works fine in my personal sign in - I believe it is a configuration conflict in my work related sign in or the way it was initially set up. The person who set up the computer can not figure out why I cant switch users or restart or shutdown or why IE does not work in this login. Can anyone out there provide suggestions or troubleshooting options to try within my work related sign in?
