internet explorer change blocked

I can not seem to keep road runner my homepage my spyware
won't allow the change. I always get a alert message that
an internet explorer change has been blocked how can i
fix this please help......
 
Open MSWAS, click on Tools, Real Time Protection, View All
Blocked Events . Locate what was blocked and uncheck the
box next to it then click the Un-block all checked items
link or, click on the entry and then click the Un-block
Item link in the right frame.
